Telecommunications Special Grant Project Director: CCCSAT

PRIMARY FUNCTION: Provides leadership for the development and management of the CCCSAT Project, a system-wide grant from the California Community Colleges Chancellor’s Office, to operate and expand CCCSAT’s technological, programming and distribution capabilities to increase student and faculty access to distance education opportunities.

DUTIES AND RESPONSIBILITIES: Under direction from the Director, Library/Media Center, assume a leadership role in defining, determining and successfully implementing the mission and future goals, objectives, policies and procedures for the CCCSAT Project, and perform long-range and strategic planning pertaining to the needs of CCCSAT. Manage and direct the broad scope of day-to-day operations and services for the CCCSAT grant affecting the delivery of educational and professional development programming throughout the California Community Colleges system. Demonstrate considerable experience in project planning and management, change management, quality control, workload performance standards, risk assessment, and procurement. Set project priorities and assign programmatic areas of responsibility to staff; review and evaluate work methods and procedures to determine end user satisfaction and assess needs; review CCCSAT project activities to ensure progress toward objectives; and direct and implement changes with approval of the CCCSAT Project Monitor. Oversee and direct the recruitment and hiring of all staff, including the process for selecting and hiring all vendors and consultants in accordance with established legal, grant and College requirements. Ensure timely performance evaluations are conducted for staff. Maintain effective and open communication with Palomar College Human Resource Services Department and staff. Demonstrate extensive experience in financial and functional analysis, budget administration and change management for multi-million dollar projects. Oversee and participate in the development and administration of grant budget; approve timelines for forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustment, as appropriate or necessary. Research, and participate in conferences, workshops and seminars to remain current on technology trends, educational issues and regulatory requirements relevant to CCCSAT operations; and prepare and conduct presentations at conferences, as required. Oversee the development of plans and recommendations for the purchase of physical hardware resources to meet the operational needs of the CCCSAT Network, and formulate and recommend strategies to acquire and implement systems technology solutions. Assume overall management responsibility for all phases of the coordination, planning and remodeling of the CCCSAT Earth Station and Network Operations Center (NOC) with College facilities, outside contractors and engineering personnel, including equipment repair and purchase of new and/or replacement equipment in a timely manner to ensure a continuously high level of operation. Assist in the preparation of all RFPs or other bids for engineering, technical and business operations/equipment; assume responsibility for signing off RFPs; negotiate all relevant contracts and agreements, including licensing and capacity agreements and ensure adherence to established codes and regulations. Assume overall responsibility for the recruitment of committee members via CCC Confer (electronic meeting technology) and operation of various Affiliate Contribution Network (ACN) Action Committees established to assess needs system wide for educational and professional development programming content for delivery over ACN and future CCCSAT networks. Work with the Chancellor’s Office Project Monitor and various committees to direct the process for designing and implementing CCCSAT work plans that expand technical capacity, programming and distribution for CCCSAT Operations, and ensure system-wide utilization. Work with key staff and selected consultants/contractors to develop and implement the business and marketing plans for CCCSAT; oversee the design and implementation of an Operations Center plan. Develop and maintain relationships with Palomar’s key administrative staff, the Chancellor’s Office, other California Community Colleges, State legislature and other planning bodies, CCCSAT Public and System-Wide Advisory Committees, and public and private agencies relevant to CCCSAT; build and maintain strategic, practical and beneficial business partnerships necessary to advance the project. Participate in shared governance by serving on a variety of relevant District, statewide and/or Chancellors Office committees. Demonstrate strong written, oral communication and presentation skills. Oversee the development and distribution of clear and concise reports to all required entities, as required. Represent CCCSAT to other campuses, system-wide departments, and outside agencies/organizations. Attend and participate in professional group meetings to stay abreast of new trends and innovations in the field of educational and professional content acquisition and delivery. Travel frequently on behalf of the CCCSAT Project. Perform related duties and responsibilities as required.

MINIMUM QUALIFICATIONS: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. In most cases the background required would be: three to five years of progressively responsible executive or senior management experience in large educational, governmental, public, or private sector organizations and a Master’s degree in business administration, organizational/change management, or a related field; possession of, or ability to obtain, an appropriate, valid California driver’s license by time of appointment. Requires knowledge of: budget preparation process and proposal development for multi-million dollar projects; principles of personnel management and the methods and techniques of hiring, supervising and evaluating large technical staffs; methods and techniques of performance monitoring and evaluation of staff and activities; principles, practices and applications of business administration and marketing in the public and private sector; developing and implementing sales and/or marketing plans; researching funding sources and writing successful proposals and business plans for earned and/or contributed income; computer software applications such as Microsoft Office Suite 2000. Requires ability to: manage a multi-million dollar system-wide technology project for the California Community College system; perform on a high level with strong management, organizational, written and verbal communication and presentation skills; analyze situations accurately and take effective action; plan and manage complex budgets; develop strategic and tactical plans related to the use and implementation of CCCSAT services; recruit, hire and manage large technical and professional staffs; utilize committees to build consensus and develop content for educational resources; work with internal staff and outside contractors to achieve CCCSAT performance and budgetary objectives, including project implementation; negotiate contracts and agreements; provide positive representation for CCCSAT by effectively articulating its position in relation to Palomar College, the Chancellor’s Office and the California Community College system; prepare clear, complete and concise reports; build and maintain strategic business partnerships, alliances, and relationships; interpret and apply College, federal, state and local policies, laws and regulations; establish and maintain effective working relationships with staff of outside agencies and vendors; plan and implement career development for employees. Requires sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds in a community college.

PREFERRED QUALIFICATIONS: Principles and practices of television production and station management; broadcast technology required for the successful operation of a digital satellite broadcast center; cable and satellite industries; television sales and/or promotion; systems development to create new system applications; relevant FCC, State and local laws, codes and regulations; methods and techniques of negotiating cable franchise and distribution agreements; knowledge of production, license and distribution of educational and professional development resources, including video, Internet, CD-ROM, and multimedia; knowledge of statewide government agencies and/or committee structure; culture and protocol of higher education.

SALARY & BENEFITS: This position is compensated at Grade 71 of the Administrative Salary Schedule. Starting salary: $6,677.35 per month. This position is specially funded and its continuation depends upon availability and/or continuation of funds. Initial placement is generally at step 1 of the salary schedule, although a higher step may be considered based on related experience, education, or training. Fringe benefits for full time employees include medical, dental, and vision insurance for employees and dependents; life, disability, and long term care insurance, sick leave, vacation and paid holidays. Estimated cost of these employer-paid benefits is currently $7,200 annually. Depending upon your eligibility, the following retirement programs are available:
